I would say u can start skin care at whatever age but make sure the products are safe like if ur under the age of 13 only use a cleanser, moisturizer, sunscreen
i started using skincare at 9 and i continue using products like Neutrogena, Cerave and Cetaphil because my skin is delicate and i have eczema, and get rashes A LOT. i also grow very quickly so i have pimples !

i started using my moms moisturizer at like 9 or 10 and i finally got popular brands at like 11 or 12
